AFAIK, after the admiral orders the final jump, you would resolve everything based on that end game state...

-Anders was still on NC. He gets executed (reveal all loyalty cards proving he's human, discard all skill cards, and -1 morale)

-The game's over, so you shouldn't bother picking a new character
*If he were executed BEFORE the final jump, he would come back as a new character, and with a new loyalty card (or 2 if the nuiances of Baltar and Boomer come into play)

-His PGs are already revealed, so they don't count against the Colonial Fleet.


**drawing a new loyalty card as far as PGs go is only if you spend action to reveal it due to one of the 8 conditions with distance at 6 or less. Not b/c of revealing it due to execution.
