I like the option the way it is, first off drawing cards is very powerful and anything that enhances that must be a careful adjustment to not skew it to being too powerful. Now I agree this option is the most narrow, but if you are a good player why would you not want that? You understand when the narrow application is appropriate and when it is not. A lesser player may NEVER use this when it is right to do so, or may use it too often when it isn't called for, thus this gives an edge to a better player. I often play Magic the Gathering and it is very good that some bad cards are printed because a good player will recognize what is a bad card and not play it but a bad player may not recognize a bad card or a very situational card and play cards that are bad thus giving an edge to a good player. If every option was awesome or in Magic if every card was awesome the edge for a good player would be minimized.
