All collected tokens are going on trade route. You have one card dealing with many potential tokens getting placed on it (depending on the number of victory piles in play). It is something you are referencing each time you play trade route which can be over and over again.
Embargo is taking the pile and distributing it across many different cards. In my experience, Embargo may place one or two on the same pile rarely more than that unless it is a card no one wants in play. You reference it at the time of purchase and that it. If you buy more, you deal with it then. Not something you need to go look at.
So you are comparing a card that people typically want to buy that will have more tokens and a convenient mat to place them on vs. several cards that people will progressively stop buying as more tokens are placed on it that have no way to easily get out 10 mats to track.
