I am also not a fan of the MQ, and have removed them from our games.
However, what about the following idea to bring them back?

When you play a Mandatory Quest, choose an opponent's Active Quest, and attach the MQ to that one Quest. (place your color token on it)

There are then 3 possible outcomes:
1. That player completes the chosen Quest as per normal, and pays the additional MQ costs to gain the additional MQ's VP.
2. That player completes the chosen Quest as per normal, and does NOT pay the MQ costs, giving the MQ owner the MQ's VP.
3. That player never completes the chosen Quest, and at the end of the game the MQ owner gains the MQ's VP.

For playing the MQ, you either slow someone else down, OR, you gain VP!
As the victim, you can choose to either pay the cost, or, ignore it knowing that the owner will get the VP instead, or even to ignore the main quest as well if neither of the above is desired.
