I think houseruling this is a bad idea for various reasons (primarily, it removes much of the risk of overexpansion), but here's a problem to consider when figuring out how to phrase your rule:

An attack is only one set of dice rolls. An attacking force is only ever 1 to 3 troops. A defending force is only ever 1 or 2 troops. "Connected" does not denote "adjacent". So, if I've overextended and you attack me, I operate as follows: if you attack with 3, I defend with 1 (because you have to choose numbers first) and retreat the rest of my force back to my HQ or other preferred strong point. If you attack with 2, I defend normally with the odds advantage that entails. Saharan Republic in particular can run wild with this rule in place; all other factions run a significant risk of stranding their troops.
