The glue does not "set" in that it permanently adheres the figure to the base. The intent for this "glue" is to remain forever sticky so that the figure can be removed/repositioned/whatever if you want to.

If the figure is not "sticking" then there is probably dirt or oil on the glue or the figure preventing a good attachment. The glue can be "manipulated" so that the sticky gets sticky again (be sure to wash you hands BEFORE doing this) and the underside of the figure base can be roughed up with sandpaper or a file (to increase the surface area and therefore the adhesion) but be sure to wipe away any dust or filings from the process before sticking it to the glue.

The glue manipulation process might not be very effective after a few tries as the glue is already "set" and may not be particularly acceptive of a new shape.
