There are some fascinating response to this question. I find it amusing that so many people speak with such authority and miss the obvious.I have a 2nd edition copy and play with the new rules. My friends and I have read about the Halifax Hammer but it does not appear to be a magic bullet to us at least.
In my current game the British first move was to settle Halifax, the French first move was to attack Halifax. It completely derailed the attempt to hammer Nova Scotia.
We are still loving the game and exploring the attempt to represent an historical event with an innovative game mechanic.
My advice, play the game a few times, if you hate it sell it on ebay and buy another.
