Be sure that the "mostly card alone + building up" is a strong strategy.
You build up less often, of course, but each time you do it, it must be a very strong move. You can wait because playing a card alone is not a problem ... of course, if you try to develop this strategy, you should get cards giving you success points when you play a card alone as quickly as possible (and a character). If Ginkgopolis has some high-level yellow buildings, this strategy could become a killer.
