I can live with that.
There are other Operations cards one could consider adding, too. I guess Tunnel Engineer is irrelevant on this map, and I've always found Boost to be a complete waste of a card. But maybe a $10k Boost would be worth something? That's the effective value of New Industry, and those are certainly popular. I'd even consider making Boost an instant card, rather than a use-later: "Player immediately performs an Engine Upgrade action, paying $10k less than it would normally cost (minimum $0)." That brings it to exact parity with New Industry.
I'm not a fan of Boost either, even making it an instant. I'd prefer to stay with your suggestion above.
As an aside, do you think you'll still be doing the 2x Operations Cards per turn?
