Yes, I think the game is balanced there, because you cannot take control every time you build, and you have the same opportunities to build power plants as the others.
I'm not saying that is always better install instead of build. It is not, even because the most powerful gives you 6 direct points. But because you have to install projects to get more money and resources and because I like to believe this game allows creative play, I only give you an example in how it can be done.
Of course that in the end of the game you must balance your game and have built some power plants and at least a couple of UN cards scored in your company portfolio.
Notice that in an even game, with 4 players, all at the same level, it is only possible to each player to get 2 or 3 UN cards, no more. So this example is just to show that installing a power plant can be a very powerful way to get VPs. I'm almost certainly that the VPs from the resources you gather and the expertise tracks, are more than the ones you get building power plants. But since this is a game and not rocket science, player behavior and group thinking have a big influence in the game to game results. I saw games where there where almost none interactions, and I also saw groups playing very aggressively. I think this game allows both types of play. and that can be fun. Well at least for me. :)
