51st State is one of my favorite games.

I didn't find it necessary to look to outside sources to learn the game. The rulebook is a bit obtuse, but not impossible. It took me a bit of reading and a play through step by step for the pieces to fall into place. There are a lot of options and choices in the game, and I found it more complex than it really is at first - the rule book doesn't do you any favors in that respect, but it's all in there.

Edit: Also, it's been noted in the past that 51st State is best learned when taught to you. However, if there's nobody around to teach, take the time and do your gaming group a favor. ;)
