If a WAR card is drawn, after all players are done playing cards (1 at a time starting with the current player), determine who has the most speed (ties are covered below). That player chooses ONE opponent to do ALL their damage to (unless they have a card on their bridge that says they can do otherwise). Repeat for the next fastest-player, etc. It is possible that a player is destroyed before his turn comes up; in that case he does no damage.Ties: Starting with the current player and going clockwise, the tied players each announce who they will damage, but the damage is applied simultaneously.
After each player has fired once (or been destroyed before firing), the WAR is over and the player with the highest attack (see rulebook for ties on this; I don't recall) wins the card.
One of the WAR cards has you deal damage in order of DIPLOMACY instead of SPEED but otherwise works the same.
