1a. Page 14 describes three possible things that happen when cards go to your Bridge. Your examples fall into the second category - ongoing effects that last for as long as the card is on the Bridge (note the examples they give).1b. Some cards actually have zeroes in the stat boxes, but I'd go with treating the absence of a stat as zero. Otherwise you'll run into problems like not being able to give a character + Attack with a phaser because "he doesn't have an attack stat to increase". The penalties would apply to those characters, so -1.
2. +1 to stats
3. It reads like a continuation of the first part of the text. If it was to happen when played, it would appear first.
For the Romulan commander, it doesn't say that the card draw is tied to the die result, so draw whether or not the roll was odd.
4. It doesn't do anything. It's a flip effect, and for mission cards, those only happen when they are revealed from the space deck.
