I'd pick at least one of them. The main reason is that (like radio scrambling) they add a ton of fun to the game.But also, Franck is very strong, and potentially lethal. The downside is that the whole game can seem to swing on a single dice-roll when Vasquez flutters her eyelids across the room. Keep them apart, and he has the technical skills that nobody much else on your team has.
Cherokee Bill comes back to your side each turn, and costs Norad some effort to convert each time (one more move of not activating another more important character). Deploy him right in Norad's face (quite possible, because if you pick a lot of characters, you can wait until Norad has fully deployed before even placing him), and far from the rest of your team. Then he's a real asset. Don't deploy him in a tight corridor with a load of zombies - then he's a disaster.
But, like I said at the start, traitors and radio scrambling add so much entertainment of the "Nooooooooo! I didn't see that coming! I'll get you for that!" sort, that I'd pick them every time.
