Given your analysis of the reason that $1 cards don't exist (remaking/upgrade etc.), perhaps a card similar to Peddler would make a $1 possible; it would only equal 1 during the buy phase. This would allow for 1 cards but not allow for remodelling etc... I don't know what the purpose of this would actually be apart from proving that you can have $1 without dramatically affecting the game. In considering this, it should be noted that technically it is actually possible to already get a $1 card with a Peddler (3 actions with one being a highway or bridge) or with any other card for that matter with combinations of bridges and/or highways. But you are correct in saying that being able to remake/upgrade coppers into something rather than simply trashing them is a benefit, hence the reason that highways and bridges were probably invented (or one of the reasons anyway), to allow for this to happen. I do not know how significant it is though to be able to do this, sure it is a benefit, but depending on what the $2 cards are available, it often isn't a game winning strategy (given your analysis of $2 and owning multiples of them often not being that good, except for of course fool's gold and a couple of other powerful $2 cards).Anyway, I think that $1 cards could work, but they would probably need very well thought out rules to ensure they aren't dramatically changing the game ($7 cards also make a massive difference sometimes; remake double forges into provinces anyone?).
