Do you know what VASSAL is? Lackey is like that, but for CCG/LCG games instead of boardgames.
Basically, you download your client from lackeyccg.com and plugins for whatever games you want to play. There's a deck builder as part of the client. Then you can connect up to the server and play games against other people, whether spontaneously or arranged in advance - for instance by posting on the forums.
